Montgomery County's Department of Environmental Protection (DEP) present an evaluation of the current MS4 permits. After addressing all parts of the permit they summarize lessons learned. They found that the time required to build an effective restoration program is mismatched by the current 5 year MS4 cycle. Adaptive management approaches should be used when administering the MS4. They believe there is a substantial gap in knowledge about the effectiveness of practices to improve water quality and how to make programs more cost-effective.
