Phoenix is a desert city plagued by decades of drought. A healthy urban forest -- aimed at reducing heat island effect and other livability issues -- depends on strong and carefully-managed water policy. The Urban Forest Infrastructure Team and the Parks and Recreation Department coordinate and maintain Phoenix's Tree and Shade Master Plan. City departments will implement the plan as they work to fulfill their own missions.
